Direct communication from underwater to the shore is physically impossible due to signal attenuation.

The Solution: The Rover (IDO) is physically tethered to a small surface boat. The boat acts as a floating relay station. It receives data from the rover via cable and beams it to the ground station using high-speed Wi-Fi/RF. The boat handles the heavy lifting; the rover just explores.
